This stakeholder report is submitted for Croatia’s Universal Periodic Review (UPR) and
focuses on domestic violence and violence against women as persistent and systemic
human rights challenges. Drawing on recent research, case law, and monitoring by civil
society organizations, the report highlights key gaps in the implementation of
international human rights standards, particularly in relation to prevention, protection,
and access to justice for survivors. It also identifies emerging concerning trends and
institutional practices that undermine the rights of women and children, especially in
the context of family law proceedings. In addition, the report addresses the availability,
accessibility, and sustainability of shelters and specialized support services for women
survivors of violence. The report concludes with targeted recommendations aimed at
strengthening Croatia’s legal and policy response to gender-based violence and ensuring
full compliance with its international obligations.
