The North American Free Trade Agreement (NAFTA) creates new opportunities for
hemispheric cooperation, including a new commitment to the existing hemispheric system of human
rights enforcement. Minnesota Advocates for Human Rights calls on Canada, Mexico and the United
States to link the new international trade agreement with an agreement to enforce international human
